Digital technologies are no longer simply options for improving the Italian Public Administration (PA); rather, they have become an imperative. In 2023, we are witnessing an acceleration in the digital transformation of PAs, with tangible results whose goal, going forward, will be to have a significant impact on the lives of citizens and achieve efficiency in public administration.

In order to measure the progress of digital projects in local PA, The Innovation Group and Maggioli Group conducted the survey “2023, Digital PA at the Turning Point,” between June and August 2023, to which 207 local public entities (mostly municipalities, but also regions and other entities) responded. The analysis investigated the following aspects:

• Taking a snapshot of the progress of digital projects;
• Evaluate the adherence of NRP measures to the real transformation needs of the LGP;
• Identify the challenges that hinder these goals;
• Identify elements that promote the advancement of projects.
